Carlos Velez

Technology Director

Carlos is skilled at building technology systems that let mission-driven organizations do more securely, sustainably, and at scale. Over the past 25 years, he has led technology strategy and operations across private foundations, nonprofits, and global family offices, growing infrastructure from the ground up and steering organizations through digital transformation, hypergrowth, global expansion, and a deliberate wind-down. Carlos previously served as Chief Information and Technology Officer at Wellspring Philanthropic Fund, where he scaled IT infrastructure to support a 5x growth in staff across five countries, built and spun off technology environments for two independent foundations, and deployed AI-powered tools, including a grant classifier and due diligence analysis system built on OpenAI and Azure. His work spans the full technology leadership lifecycle: cloud migration and SaaS integration, enterprise cybersecurity and NIST-aligned risk frameworks, knowledge management architecture, records governance, data strategy, vendor management, and leading cross-functional teams through change. Carlos has built IT infrastructure on three continents, trained staff in East Africa on cybersecurity and data governance, and supported sensitive international operations requiring zero-failure security configurations. He holds a Professional Certificate in CTO and CIO Leadership from MIT and certifications in GenAI (MIT), Cyber Risk Mitigation (Harvard), and Project Management (NYU/PMI). Carlos has served on the board of the Technology Association of Grantmakers and chaired its Development Committee. He brings a unique set of skills to NCF, most notably the ability to translate complex technology decisions into language that boards, executives, and program staff can act on, and to build the organizational trust that makes technology transformation possible.
